Overall national responsibility for the electoral process lies with the Ministry of Local Government and Regional Development, while municipalities and county authorities are responsible for the practical aspects of the conduct of elections. The Norwegian Directorate of Elections is an agency of the ministry and has been delegated responsibility for the operational conduct of elections at the state level.

The Norwegian Directorate of Elections is tasked with contributing to a well-functioning democracy by maintaining public confidence in the conduct of elections. The Norwegian Directorate of Elections' main priority for 2021 is to contribute to the proper, secure, open, and confidence-building conduct of the parliamentary and Sami parliamentary elections.
